Black rain falls and the city begins to mutate: sewer ants grow as large as cars, fish sprout legs, and people who drink contaminated water become monsters. Several ordinary survivors discover that the rain came from an out-of-control military bioweapons experiment and must shut down its atmospheric dispersal system before the active substance spreads across the continent.
